Consultation | To address key concerns in disease management and local implementation of agri-fisheries programs, the National Sectoral Committee on Poultry and Livestock (NSC on PL) convened its second quarter regular meeting on June 19, 2025, and adopted critical resolutions aimed at boosting sector resilience.Recognizing the Philippines’ heavy reliance on imported vaccines, the committee recommended that the Department of Agriculture (DA) conduct a study on the viability of domestic African Swine Fever (ASF) and Avian Influenza (AI) vaccine manufacturing. This came after discussions on the delays and costs tied to the evaluation of foreign vaccines and the potential benefits of establishing local production capacity to improve response speed, biosecurity, and accessibility.The committee also stressed the need to improve service delivery at the grassroots level, especially in light of large-scale programs such as the Swine Repopulation Project. In response, the body urged the DA, through the Agricultural Training Institute (ATI), to strengthen its extension services under the Provincial Agricultural and Fisheries Extension Systems (PAFES) framework.In addition, the NSC-PL recommended that the DA provide clear guidance to local government units (LGUs) regarding their devolved agri-fishery functions under the Local Government Code and the Mandanas Ruling. It also endorsed the transmission of sectoral concerns raised by regional representatives to the appropriate DA agencies for further action.
