The òòò½ÊÓƵ (PCAF), in collaboration with the Department of Trade and Industry-Construction Industry Authority of the Philippines (DTI-CIAP) and the Department of Agriculture-Regional Field Office (DA-RFO) III, conducted the Constructors\u2019 Performance Evaluation System (CPES) Seminar Workshop cum Practicum on September 11-15, 2023 in Angeles City, Pampanga.<\/span><\/p>\n

The activity, which is part of PCAF\u2019s undertakings as the DA-CPES Implementing Unit, aimed to equip the DA engineers with sufficient knowledge and proper attitude in evaluating and monitoring agri-infrastructure projects. <\/span><\/p>\n

A total of 28 engineers from the different DA-RFOs and DA Attached Agencies, Bureaus, and Corporations joined the activity for accreditation as Constructors Performance Evaluators (CPEs).<\/span><\/p>\n

Regional Agricultural Engineering Division III Chief Engr. Elmer Tubig welcomed the participants by expressing his full support on the training and the whole of CPES implementation.<\/span><\/p>\n

\"\"<\/p>\n

PCAF\u2019s Policy Development and Coordination Division Chief and DA CPES-IU Assistant Head Engr. Francia Macalintal also highlighted the importance of CPES in maintaining \u201cchecks and balances\u201d in the Department\u2019s procurement process and infrastructure project implementation.<\/span><\/p>\n

As part of their accreditation requirements, participants were given a case study on the Construction of Onion Cold Storage Facility in Brgy. Mabiga, Hermosa, Bataan to compute for the CPES rating during and upon project completion. Completing the case study and gaining a rating of at least 70% are required to be an accredited CPE.<\/span><\/p>\n

Afterwards, they were asked to conduct an actual evaluation of the constructor\u2019s performance on the same project based on its workmanship, materials, timeliness, facilities, resource deployment, and environmental safety and health using the NEDA-approved evaluation checklist.<\/span><\/p>\n

PCAF\u2019s Engr. Mara Segreid Bustos explained the expected output for the practicum, which included the computed performance rating of the constructor and other findings to be presented with corresponding photo documentation. She also instructed the participants to facilitate the pre-identification of spots to be evaluated per item of work.<\/span><\/p>\n
