This activity was designed to strengthen institutional integration, familiarize employees with agency systems, and equip them to effectively support PCAF\u2019s mandate of participatory governance in the agriculture and fisheries sector. <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2026\/05\/IMG_0410-scaled.jpg\" alt=\"\" \/><\/p>\n<p>The orientation was spearheaded by Braulio Castro, Jr., Section Chief of the Administrative, Financial, and Management Division \u2013 Human Resource Development Section (AFMD-HRDS). A total of fourteen new personnel participated in the activity, composed of six permanent employees and eight contract of service staff.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2026\/05\/IMG_0398-scaled.jpg\" alt=\"\" \/><\/p>\n<p>To establish a strong institutional foundation, HRDS staff Jared Ansaldo delivered an overview of PCAF\u2019s history, mission, vision, and organizational structure. Participants were also introduced to the agency\u2019s quality policy and key programs, activities, and projects. The session also equipped participants with critical knowledge on career development opportunities, compensation and benefits, and the code of conduct and ethical standards expected of public officials.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2026\/05\/IMG_0537-scaled.jpg\" alt=\"\" \/><\/p>\n<p>A discussion on the Strategic Performance Management System (SPMS) was facilitated by John Errasmus Mari Montiano from the Planning, Monitoring and Knowledge Management Division, providing insights into the agency\u2019s performance evaluation framework, accountability mechanisms, and standards for public service excellence.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2026\/05\/IMG_0597-scaled.jpg\" alt=\"\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2026\/05\/IMG_0611-scaled.jpg\" alt=\"\" \/><\/p>\n<p>Meanwhile, AFMD Management Section Chief Merlyn Galdonez led a session on PCAF\u2019s Quality Management System, including an overview of its ISO 9001:2015-certified processes and commitment to continuous improvement.
