The òòò½ÊÓƵ (PCAF) ranked first among the Department of Agriculture’s bureaus and attached agencies in the Fiscal Year 2025 performance review conducted by the Department of Budget and Management (DBM) on March 23, 2026. The recognition highlights the agency’s strong delivery of targets, efficient budget utilization, and timely, accurate reporting.
The DBM’s Annual Agency Performance Review (APR) evaluates agencies based on physical and financial accomplishments and compliance with reporting requirements. PCAF posted top marks across these indicators, reflecting disciplined execution of programs and effective use of public funds.
The agency attributes its performance to a data-driven management system that integrates real-time monitoring, regular assessment meetings, and participatory planning with stakeholders. It also cited strict alignment of procurement and financial processes with approved plans, supported by sound cash management practices. Operations are further guided by ISO 9001:2015 standards, ensuring consistency and continuous improvement through audits and management reviews.
The result places PCAF among a select group of high-performing government institutions, as only a small share of agencies typically attain top APR ratings. The distinction reinforces the agency’s credibility in budget planning and policy advocacy, signaling its capacity to maximize public resources.
While the APR focuses on efficiency and compliance, PCAF OIC – Deputy Executive Director Cyril Soliaban said it will sustain these gains and continue improving the impact of its programs on farmers, fisherfolk, and rural communities.
During the event, PCAF also shared its best practices to inspire and motivate other DA agencies in strengthening performance management and accountability systems. The agency was represented by Joane Carla Auditor, OIC Assistant Division Chief of the Planning, Monitoring, and Knowledge Management Division, and Arlene Asuncion Mercado, technical staff from the same division, who presented PCAF’s strategies and approaches that contributed to its strong performance.
