
The òòò½ÊÓÆµ (PCAF) reinforced its commitment to workforce excellence by welcoming its newest team members through a comprehensive orientation program held on April 29, 2026, in Quezon City. This activity was designed to strengthen institutional integration, familiarize employees with agency systems, and equip them to effectively support PCAF’s mandate of participatory governance in the agriculture and fisheries sector.

The orientation was spearheaded by Braulio Castro, Jr., Section Chief of the Administrative, Financial, and Management Division – Human Resource Development Section (AFMD-HRDS). A total of fourteen new personnel participated in the activity, composed of six permanent employees and eight contract of service staff.

To establish a strong institutional foundation, HRDS staff Jared Ansaldo delivered an overview of PCAF’s history, mission, vision, and organizational structure. Participants were also introduced to the agency’s quality policy and key programs, activities, and projects. The session also equipped participants with critical knowledge on career development opportunities, compensation and benefits, and the code of conduct and ethical standards expected of public officials.

A discussion on the Strategic Performance Management System (SPMS) was facilitated by John Errasmus Mari Montiano from the Planning, Monitoring and Knowledge Management Division, providing insights into the agency’s performance evaluation framework, accountability mechanisms, and standards for public service excellence.


Meanwhile, AFMD Management Section Chief Merlyn Galdonez led a session on PCAF’s Quality Management System, including an overview of its ISO 9001:2015-certified processes and commitment to continuous improvement. In her capacity as a member of the Gender and Development Focal Point System (GAD-FPS), she also presented the PCAF’s gender and development objectives and initiatives, highlighting the agency’s commitment to inclusive, gender-responsive governance.

Complementing the sessions, HRDS staff Leirea Velle Maico actively addressed various human resource-related inquiries from the participants.
